Mayor of Tulchyn Community
Thank you for your interest in the Tulchyn Community. It is a great honor for me to introduce you to the business opportunities our community has to offer. The Tulchyn Community was established on December 18, 2016, yet our region is rooted in long-standing industrial traditions, supported by a strong educational base, developed infrastructure, favorable logistics, available land plots, skilled workforce, and a rich historical and cultural heritage.
Our economy is rapidly developing. Today, there are over 2,000 entrepreneurs and approximately 400 enterprises and institutions operating within the community. The key sectors of our economy include agriculture and agribusiness, food processing, trade, various services, and public catering. We are committed to a European approach in our work — ensuring accessible governance, transparent business regulations, and equal access to land, transport, and energy resources. We warmly invite you to partner with us and guarantee full support and facilitation for every investment project.

About
Tulchyn CommunityThe Tulchyn Community was established on August 19, 2016, and is located in Tulchyn Raion, Vinnytsia Oblast. The total area of the community is 867.5 km², with a population of up to 40,903 residents (as of January 1, 2025). The community comprises 36 settlements, including: 1 city — Tulchyn, 1 urban-type settlement — Kyrnasivka, and 34 villages. The first recorded mention of Tulchyn dates back to 1607. It is known that in the 17th century, Tulchyn served as a trade center of the Podillia region. Throughout its history, due to various historical events, the city was under the rule of both the Polish–Lithuanian Commonwealth and the Ottoman Empire, which significantly influenced its culture and architectural styles. Within the community, there are palaces, estates, and architectural landmarks that collectively create substantial potential for excursion tourism development. Undoubtedly, the Potocki Palace—the largest palace in Ukraine—is the number one landmark and the jewel of the community. The palace complex was commissioned by the Potocki family and built in 1782.
Today, the Tulchyn College of Culture is located in the palace’s right wing. The grounds of the palace also host the international open-air opera festival "OperaFest Tulchyn", which was held annually in early June from 2017 to 2021. The development of creative industries serves as an additional mechanism for attracting investment into the community. Hosting the large-scale OperaFest Tulchyn became a driving force for the revitalization of the city and the beginning of the palace’s restoration. As of early 2022, part of the architectural monument has been restored, while the rest still requires renovation. The community is also home to the Mykola Leontovych Memorial Museum-Apartment, founded in 1977. Mykola Leontovych is a Ukrainian composer known worldwide for his legendary melody "Shchedryk" ("Carol of the Bells"), which has become a global symbol of Christmas. The development vision of the Tulchyn Community is to create comfortable living conditions for its residents by fostering entrepreneurship, expanding tourism, reviving traditional crafts, and preserving historical heritage.
Natural Resources
Tulchyn CommunityThe Tulchyn Community is located in the forest-steppe zone of Ukraine, on the Dniester Upland, in the southern part of the Podillia Plateau. The most common soil types are podzolized chernozems, grey, and light grey forest soils. The forestation level of the Tulchyn community is approximately 18.3%. Forests are represented by both large tracts and isolated patches, predominantly consisting of deciduous species. These forests play a vital ecological role, including climate regulation, soil erosion prevention, and water conservation.
The community is rich in natural resources, with deposits of sand, clay, and granite found within its territory. The Southern Bug River, along with the Tulchynka and Silnytsia Rivers, flows through the area, forming numerous ponds, which contribute to the region’s biodiversity and water resources.

Tulchyn CommunityReasons to invest in the Tulchyn Community include: strong business potential in the food industry, well-developed transport infrastructure, qualified labor force, favorable climate conditions for agricultural development, a business-friendly environment, availability of vacant land and industrial facilities, and significant tourism appeal.
Partnerships and Cooperation – The Tulchyn Community is a member of the Association of Energy Efficient Cities of Ukraine and a signatory of the Covenant of Mayors for Climate and Energy in Ukraine. In 2019, the community was awarded “honorary member” status within the Mayors for Economic Growth (M4EG) initiative. Tulchyn is also an active member of the Association of Ukrainian Cities. The community has experience in cooperation with international financial programs, grants, and foreign investors through initiatives supported by USAID, UNDP, NEFCO, GIZ, and the Solidarity Fund PL.
Geography & Logistics
Tulchyn CommunityThe Tulchyn Community is located in the southern part of central Vinnytsia Oblast, with a total area of 867.5 km², situated 348 km from Kyiv, 82 km from Vinnytsia, 210 km from Khmilnyk, 362 km from the port of Odesa, 241 km from Chișinău, 77 km from the nearest international airport "Havryshivka", approximately 358 km from Boryspil International Airport, 73 km from the Moldovan border, 334 km from the EU border.

Tulchyn CommunityThe leading industrial enterprises of the Tulchyn Community include: Tulchyn Butter and Cheese Plant LLC, Tulchyn Meat LLC. Over 20% of all butter and vegetable-cream blends on the Ukrainian market are produced by Tulchyn Butter and Cheese Plant LLC. "Tulchyn" and "Tulchynka" are well-known trademarks that serve as symbolic "business cards" of the community, promoting it both in Ukraine and abroad. Advertising campaigns for these brands help increase territorial recognition, attract the attention of tourists and investors.
There are 95 business entities of various ownership forms operating within the community, engaged in cultivating agricultural land, the largest of which are: Avanhard Agricultural Cooperative LLC, Ukraina Private Agricultural Enterprise, Zoria Private Agricultural Enterprise, Druzhba VM PJSC, Suvorovske Agricultural Cooperative LLC, Green Valley Agro-Company LLC, Tulchyn Branch, Vinnytsia Industrial Group Agricultural Holding LLC, Bohdanivske LLC, Zernoproduct MHP PJSC. Poultry farming and production in the community are carried out by Poultry Complex Branch of Vinnytsia Poultry Farm LLC, and Tul-Chicken LLC.
