About
The Bilhorod-Dnistrovskyi Community of Odesa Oblast is one of the most promising communities in southern Ukraine. It is located on the banks of the Dniester Estuary, just 20 km from the Black Sea coast. The community enjoys a strategic logistical position: major automobile and railway routes—Odesa–Izmail and Odesa–Reni—pass through the city, and water transport is also well-developed. The distance to the regional center (Odesa) is 86 km, and the nearest international airport is 70 km away. The total area of the community is 19.1 thousand hectares, with a population of over 45,000. More than 2,000 internally displaced persons are currently registered in the community.
The community is centered around the city of Bilhorod-Dnistrovskyi, one of the oldest cities not only in Ukraine but also in all of Europe, with a history spanning over 2,500 years. The territory includes more than 60 cultural heritage sites, among them 35 architectural and urban monuments, 18 historical landmarks, 3 archaeological sites, and 1 monument of monumental art. The city's main tourist attractions include the Bilhorod-Dnistrovskyi Fortress (14th–18th centuries) and the multi-layered ancient settlement of Tyra (4th–6th centuries BC)—both designated as national historical and cultural monuments. The community is actively engaged in tourism development, preservation of historical heritage, and enhancing the quality of life for its residents.
Natural Resources
The Bilhorod-Dnistrovskyi Community is located in the steppe zone of the Black Sea region, characterized by a temperate continental climate. Summers are generally hot, though the influence of the Dniester Estuary moderates the heat, while winters are mild with unstable snow cover. The average annual temperature is +10.4°C, with recorded extremes reaching +38.0°C and -28.0°C. The area enjoys approximately 280 sunny days per year, creating exceptionally favorable conditions for the development of renewable energy, particularly solar power. The total area of the community is 19.6 km². The dominant soils are southern chernozems with varying texture and humus content, covering up to 95% of the territory. These soil conditions are ideal for agriculture and green landscaping. The soil profile of the city is largely made up of these chernozems, providing fertile ground for vegetation and crop production.
Groundwater resources located in Upper Pliocene, Upper Sarmatian, and Middle Sarmatian deposits serve as the primary source of centralized domestic and industrial water supply. Water extraction is carried out through artesian wells, which are distributed throughout the community. The natural conditions strongly support the development of renewable energy, especially solar energy, due to the region's high insolation levels. However, the area also faces certain environmental challenges, including: flooding in coastal zones during storms in the estuary, presence of marshy areas (approximately 160 ha), erosion processes in some locations (around 4.5 ha), issues with stormwater and meltwater drainage, highlighting the need to modernize the stormwater drainage system. These factors present both opportunities and challenges for sustainable development in the community.
Position
The Bilhorod-Dnistrovskyi Community stands out for its favorable geostrategic location—situated near the border with the Republic of Moldova and the European Union, at the intersection of key transport corridors. The community has direct access to the Dniester Estuary and the Black Sea via its seaport, as well as well-developed road and rail connections to Odesa, Ukraine’s largest maritime trade hub. Within reachable distance are the international road border crossing "Starokozache–Tudora" and the international ferry terminal "Orlivka–Isaccea" (220 km), which provide direct access to EU markets. The community has a population of over 45,000, the majority of whom are economically active. Bilhorod-Dnistrovskyi has experience in international projects and cooperation programs, including initiatives supported by USAID, DECIDE, SURGe, U-LEAD, IOM, and GIZ.
Thanks to its strategic location, infrastructure, and favorable climate for the development of tourism and renewable energy, the community is actively building an environment conducive to international investment, technical assistance, and partnerships with EU countries. A high level of transparency, open governance, active international communication, and a sustainable approach to development are the key factors that make the Bilhorod-Dnistrovskyi Community a reliable partner for foreign investors and donor organizations.
Geography & Logistics
The Bilhorod-Dnistrovskyi Community, established in 2020 under Ukraine’s new administrative-territorial structure, serves as the administrative center of the newly formed Bilhorod-Dnistrovskyi District of Odesa Oblast, which includes 16 territorial communities. The community benefits from a strategic border location, situated adjacent to the Republic of Moldova with access to the Black Sea. Key national and regional highways pass through the territory, including P-70 (Odesa–Bilhorod-Dnistrovskyi–Monashi), T-16-10 (Prymorske–Tatarbunary), and P-72 (Starokozache border crossing – Bilhorod-Dnistrovskyi), providing connections to Odesa, recreational zones, and border checkpoints with Moldova.
The city lies along the railway line "Odesa–Bilhorod-Dnistrovskyi–Artsyz", which includes an electrified section to Odesa and a diesel-operated section to Artsyz. It hosts a first-class rail junction station servicing eight sidings, including a track leading to the state-owned Bilhorod-Dnistrovskyi Maritime Commercial Port. Located on the shores of the Dniester Estuary, the seaport facilitates direct maritime access to the European Union via the Black Sea. A further logistical advantage is the proximity to the international road border crossing "Orlivka–Isaccea" (220 km), offering ferry access to EU countries. Despite temporary logistical constraints due to martial law, the community’s favorable geographic position preserves its strategic importance for transport connectivity, international trade, and investment opportunities.
Business Sector
The Bilhorod-Dnistrovskyi community has significant industrial potential, shaped by the operations of enterprises across various sectors. The industrial profile of the community is primarily defined by the medical, food, engineering, light, and chemical industries. Key budget-generating enterprises include: PJSC "Hemoplast", a leading manufacturer of medical devices made of polymer materials, including syringes and blood transfusion systems; in the engineering sector, OJSC "Zavod Tira" specializes in the production of resistors and metal components. LLC "Orion" operates successfully in the production of children’s toys and medical-grade plastic products; in the light industry, LLC "Belsta" holds a significant position as a leading Ukrainian manufacturer of home footwear; the food industry is represented by local bread factories and food processing enterprises.
The Bilhorod-Dnistrovskyi Maritime Commercial Port also operates within the community, serving as a critical link in the logistics and transport infrastructure of southern Ukraine. The community’s infrastructure is further supported by public utility enterprises such as KP "Bilhorod-Dnistrovskvodokanal", KP "Asorti", and a local branch of Ukrtelecom. As of early 2024, 2,101 commercial legal entities and 4,147 sole proprietors were officially registered in the city, indicating a high level of economic activity within the community.
