Shabivska Community

About

Shabivska Community, located in the Bilhorod-Dnistrovskyi district of Odesa region, unites 14 settlements. The community is situated in the southwestern part of Odesa oblast, on the right bank of the Dniester Estuary, just 10–20 km from the Black Sea, and in close proximity to the resort and recreational zone of southern Ukraine. This favorable location provides excellent conditions for the development of tourism, fishing, and the recreational sector. The total area of Shabivska community is 631 km². Thanks to its wide territorial structure, the community possesses strong potential for the development of both agriculture and the tourism industry.

The Shabivska community has a rich historical heritage, closely tied to the traditions of viticulture and winemaking, which date back to ancient times. The area is home to unique vineyards, and local wines have long received international recognition. The village of Shabo is one of Ukraine’s leading winemaking centers, known for its cultural and enological complex, which attracts tourists from around the world. The community also has successful experience in integrating internally displaced persons, creating favorable conditions for their social adaptation, employment, and cultural inclusion. This serves as an example of unity and support, making the community open and welcoming to new residents and businesses.

Natural Resources

Shabivska community is located in the southwestern part of Odesa region, within a hot and arid agro-climatic zone characterized by mild winters and a long vegetation period (from April 15 to October 20). The average annual precipitation amounts to approximately 459 mm, with rainfall primarily occurring in June and July. A high average annual wind speed (3.4 m/s) and over 250 sunny days per year create favorable conditions for the development of solar energy. Nearly the entire territory of the Shabivska community is covered by southern chernozem soils, classified as lightly humified micellar-carbonate soils. This enables intensive agricultural production and supports the cultivation of a variety of crops, provided that irrigation systems are in place.

Groundwater resources are found in Upper Pliocene, Upper Sarmatian, and Middle Sarmatian deposits and serve as the main source of centralized drinking, household, and industrial water supply for the population and enterprises. Groundwater extraction from the Middle Sarmatian aquifer is carried out through artesian wells, which are distributed across the community’s territory. The area is rich in mineral resources, particularly sand and clay, which presents opportunities for the development of the construction industry, ceramics manufacturing, and the production of other building materials.

Position

Shabivska community is located in a strategically important region, close to Ukraine’s key seaports and international transport corridors. The distance to the city of Odesa and Odesa International Airport is 76 km, while the city of Bilhorod-Dnistrovskyi is just 10.8 km away. Along the northern part of the community, on the shore of the Dniester Estuary, lies the Bilhorod-Dnistrovskyi Sea Trade Port, providing additional opportunities for the development of logistics and international trade. The community is situated within the so-called "grape-growing latitude" and is one of the oldest winemaking regions (terroirs) in Europe. Its favorable climate is ideal for the cultivation and processing of grapes, as well as other agricultural products.

The climatic conditions and the availability of land also create strong potential for the development of renewable energy, particularly solar and wind power. The community is home to leading enterprises in the fields of winemaking, metal processing, and polymer packaging production. Its proximity to the southern recreational and resort zone of Ukraine contributes to the growth of the hospitality industry within the community. There are attractive investment opportunities in hospitality, restaurant services, renewable energy, agro-processing, and more. Shabivska community has experience in cooperation with international financial programs, grants, and foreign investors, including: UNICEF SURGe, USAID programs UCBI III and SOERA, U-LEAD with Europe, and the EGAP Program.

Geography & Logistics

Shabivska community is located in a strategically important region, close to Ukraine’s key seaports and international transport corridors, offering exceptional conditions for business development, investment attraction, and logistics infrastructure. Road Connectivity — the E87 bypass branch (Highway H33: Monashi–Odesa) passes through the village of Shabo, ensuring convenient access to the region’s major transport hubs. Nearby lies the Odesa–Bilhorod-Dnistrovskyi highway, which connects the community to large cities and maritime ports. Rail Connectivity — а railway line crosses the community, linking Odesa with Bilhorod-Dnistrovskyi, with a conveniently located Shabo station, used for both freight and passenger transportation. The distance to the city of Odesa and Odesa International Airport is 76 km, and to Bilhorod-Dnistrovskyi – 10.8 km.

On the northern edge of the community, along the Dniester Estuary, lies the Bilhorod-Dnistrovskyi Sea Trade Port, offering additional prospects for developing logistics and international trade. Local Accessibility — all settlements within the community are directly connected by road to the administrative center, ensuring high mobility and easy access to infrastructure for residents, businesses, and service providers. This advantageous geographical and logistical positioning makes the Shabivska community an ideal location for business development, investment projects, and the establishment of logistics centers.

The Shabivska community possesses a well-developed economic structure, with its foundation based on agriculture, winemaking, and industrial production. The largest private-sector employers operate in several key areas: viticulture and winemaking – a traditional sector with deep historical roots and international recognition for its high-quality products. The leading enterprises include LLC "Industrial and Trade Company SHABO" and LLC "Agrofirma SHABO". Industry – focused on the production of polymer packaging, metal processing, and metal coating applications. The major companies in this sector are PJSC "Firm ELIPS", specializing in the manufacture of plastic containers, and LLC "ArcelorMittal Packaging Ukraine", engaged in metal processing. Agriculture – covers the cultivation of grain crops, legumes, oilseeds, and the breeding of dairy cattle. Key players in this sector include LLC "Agrofirma SHABOLAT", Private Farming Enterprise "NYVA", Farm "ADAMIVKA", Private Farming Enterprise "OSNOVA", and LLC "SHABSKA FERMA".

In addition, the community operates a municipal utility company, “Housing and Utilities Production Administration”, responsible for water extraction, purification, and supply—a critical service for maintaining community sustainability and public well-being. Together, these enterprises form the economic backbone of the Shabivska community, generating employment, stimulating local economic growth, and contributing to the community’s social development.
