About the Mayor

Shepetivka urban territorial community is located in Shepetivka district of Khmelnytskyi region, with the administrative center in the city of Shepetivka. The community covers the city and several nearby villages, has a developed infrastructure, education, healthcare and social services system. It actively implements local development programs, modernizes housing and communal services and attracts investments to improve the quality of life of residents.

About

Shepetivka community is a big administrative center of the northern part of the Khmelnytskyi region. It combines the dynamics of urban development with the comfort of rural areas. The community includes the Shepetivka city, an administrative center and the nearby villages of Plesna, Plishchyn and Zhilyntsi. All together form an economically active, socially cohesive community with a population of over 42 thousand people.

The main priorities for the next community development are improving the life quality of residents, modernizing infrastructure, supporting entrepreneurship, and attracting investments. We are focused on openness, transparency, and innovation, actively implement digital services, support youth initiatives, and take care of the community's cultural development.

Natural Resources

The territory of Shepetivka community has favorable natural and climatic conditions, in particular fertile soils, which are used in agriculture. Forest areas provide a raw material for the woodworking industry and contribute to the development of recreation facilities. Podzolized black earths, light loamy, soddy-podzolic, clayey-sandy, meadow light loamy soils dominate among the soils, soddy, meadow, black earth-meadow, meadow-swamp, and peat-swamp soils are available from the floodplains of rivers.

Mineral resources of the Shepetivka community include deposits of mineral-radon waters and granite. The Shepetivka deposit of mineral radon waters is located just in the north-eastern part of the city, and seven wells exist there but are currently not in use. The granite and granodiorite deposit of the complex is located in the eastern part of the city. The granite quarry is available on its territory. Peat deposits having potential for the development of alternative energy are available in the territory of the Shepetivka community as well.

Position

The Shepetivka community declares its readiness for international partnership and investment. The population of the community is 42.3 thousand people, with 60% of them economically active. Due to a favorable geographical location, infrastructure potential, and sustainable development, the community serves as a platform for the implementation of investment projects in agro-processing, logistics, and light industry. The local economy is focused on industry, agriculture, and small businesses, including the production of food products and furniture. The community develops modern local self-government and supports social initiatives. The Community Development Strategy until 2027 outlines the priorities and opportunities for the next development and cooperation.

The community has experience un participating in international projects and cooperation with partners under the framework of the next nationwide projects: Cities4Cities, United4Ukraine, and U-LEAD with Europe. Shepetivka develops partnerships with the German city of Wetzlar and the Swedish city of Karlskrona, promotes cultural exchange, and the implementation of joint projects.

Geography & Logistics

Shepetivka community is located at the intersection of the main national transport arteries: national highways H-25 and H-03, as at a large railway junction providing direct connection with Kyiv, Lviv, Vinnytsia, and other key Ukrainian cities. The distance to the regional main city of Khmelnytskyi is 100 km by highway and 129 km by railway, providing easy access to the large logistics hubs and border crossings. Shepetivka is known as the traditional logistics center of Western Ukraine.

The presence of railway infrastructure, a cargo terminal, and an extensive road network creates wide opportunities for the development of logistics, trade, industry, and transport. This makes the community attractive for both national and international partners.

Business Sector

The industrial complex of the city is composed of 14 enterprises with the share of the processing industry 88.0% and food production 11.1%. Two largest enterprises ‘Shepetivkatsukor’,LLC and ‘Shepetivsky Repair Plant’, SE are well known outside the region. Moreover, the ‘Shepetivkatsukor’ is one of the leaders in the sugar industry of Ukraine. Its production meets all national quality demands and international requirements. It is caused by the work of a professional team of highly qualified professionals, improving the quality of management and production technology. The enterprise has significant technical facilities, acquires innovations, and improves experience.

‘Shepetivkatsukor Repair Plant’, owned by the state, is engaged in the overhaul of military equipment, the manufacturing of spare parts, technological equipment, and special tools for missiles and artillery weapons. The enterprise works on behalf of the state order from the Ministry of Defense of Ukraine on the repair of military equipment and weapons and on other contracts. Private companies in the region are also actively working in trade, the food industry, construction, logistics, and local catering. Small and medium-sized businesses serve as the basis of the community economy, providing jobs and ensuring sustainable development. The number of individual entrepreneurs is nearly 2,500 people, and the number of small and medium-sized - to 350.
