About the Mayor

Ulashanivka Community is located in the northwestern part of Khmelnytskyi Oblast, within the boundaries of Slavuta Raion. The community unites over 20 settlements, with its administrative center in the village of Ulashanivka. The territory of the community offers favorable conditions for agricultural development, particularly in crop and livestock production, due to its fertile soils, well-developed water resources, and temperate climate. The community also possesses forest resources, which provide potential for the development of wood processing and eco-tourism.

The community's infrastructure includes educational, cultural, and healthcare institutions, as well as a developed network of local roads. Ulashanivka Community is open to cooperation with both Ukrainian and international partners and is actively seeking investment, particularly in the fields of agro-processing, renewable energy, and local entrepreneurship. The community is actively engaged in the development of strategic planning documents and participates in regional and international projects.

About us

Ulashanivka Community was established on September 27, 2018, through the amalgamation of the Bachmanivka, Volytsia, Zhukiv, Ivanivka, Marachivka, Mynkivtsi, Nohachiv, Ulashanivka, and Tsvitosia village councils of Slavuta Raion. In 2019, the Khorovets village council also joined the community. Our community is confidently keeping pace with the times, demonstrating progress through tangible achievements, infrastructure development, and improved public amenities. We take pride in our villages, their rich history and traditions, and we are committed to preserving this heritage and passing it on to future generations.

Strategic Vision: By 2027, Ulashanivka Community aims to be a self-sufficient community with a strong agricultural and industrial base, developed infrastructure, a high quality of life, ample opportunities for personal growth, and a clean environment—a community of free, hardworking, creative, and happy people. Our mission is to live and work for the prosperity of our native land! We welcome open dialogue with all who are interested in the development of our community.

Natural Resources

The entire territory of the community lies within the Shepetivka Plain, characterized by a predominantly flat surface. The terrain is generally level and slightly undulating, with occasional low hills. The rivers Horyn and its tributaries — the Tsvitoha and the Korchyk — flow through the area. The soil cover has been shaped by the influence of parent rock formations, topography, climate, vegetation, and human economic activity. Sod-podzolic soils have formed on sands, sandy loams, and loams under forest vegetation. Light gray and gray forest soils are found on elevated areas and slopes. The community is located in a moderately continental climate zone, with warm summers, mild winters, and sufficient precipitation. The territory is rich in various non-metallic mineral resources. Construction minerals include deposits of granite and kaolin, limestone, clay and loam suitable for bricks and tiles, chalk, marl, sand, sandstone, gypsum, and bentonite clay.

The territory of the community contains significant deposits of the following natural resources: Clay, primarily composed of clay minerals (kaolinite), with deposits of red clay located near the villages of Volytsia, Hubeltsi, Mynkivtsi, Romaniny, Puzyrky, and Ivanivka. Saponite, found in the villages of Ulashanivka, Tsvitoha, and Tashky. Sand, widely distributed throughout the community and primarily used for construction purposes. Major deposits are located near the villages of Ulashanivka, Ivanivka, Puzyrky, Volytsia, Hubeltsi, and Romaniny. The most substantial reserves are concentrated in the Tsvitokhanske deposit. Fine-grained quartz sand deposits are located near the village of Peremyshl. Fuel minerals are represented by peat, primarily found near the villages of Zhukiv, Ivanivka, and Puzyrky.

Position

A significant portion of the community’s territory is covered by forest. Forestry activities are carried out by the Municipal Enterprise LSP “Lis” of the Ulashanivka Village Council. In addition, forestry operations are conducted by the Slavutsk Forestry Branch of the State Specialized Forestry Enterprise “Forests of Ukraine,” the State Enterprise “Shepetivka Military Forestry,” and individual entrepreneurs engaged in sawmilling and wood processing. Greenhouse farming also holds strong development potential. The availability of land plots and their favorable logistical location near highways and railway lines make this sector economically viable. The development of livestock and poultry farming is also promising, as the presence of a well-established crop production sector provides a solid foundation for further expansion of this industry.

Competitive advantages of the community include: the presence of transportation routes that connect key industrial regions of Ukraine with the western regions and the countries of Central and Western Europe; availability of raw materials for the production of construction materials; presence of unique natural resources, such as the Tashky deposit (Chervona Hora) — a deposit of red saponite clay with exceptional properties; fertile agricultural land suitable for cultivation and crop production; a well-developed forestry sector; a large number of agricultural producers and entrepreneurs operating within the community; availability of free land plots and designated areas for the establishment of production and processing facilities; a favorable environmental condition that supports a high quality of life for the population.

Geography & Logistics

The Ulashanivka community is located in the northern part of Khmelnytskyi region, within the Polissia area. The Ulashanivka community borders the following communities: to the north – Hannopilska and Berezdivska communities; to the east – Mykhailyutska community; to the south – Shepetivska and Slavutska communities; to the west – Krupetska community.

All of these surrounding communities are predominantly agro-industrial in nature. Therefore, the presence of transportation routes within the Ulashanivka community, which connect major industrial regions of Ukraine with the western Ukrainian oblasts and the countries of Central and Western Europe, is of particular importance. The territory of the village council is crossed by a railway line and several highways that provide access to Moldova and the countries of Southeastern Europe. Notably, the following roads pass through the area: the national highway H-25, the regional road T-18-04, as well as a railway line with stop points at Kam’ianka and Tsvitoha.

Business Sector

As of the end of 2024, the Ulashanivka community had 178 registered business entities, including 42 legal entities and 136 individual entrepreneurs. The priority sector of the Ulashanivka community is agriculture. Agricultural production is carried out by 24 enterprises, including 12 limited liability companies (LLC/ALC), 4 farming enterprises, and 8 other types of entities (private agricultural firms, private enterprises, cooperatives, and sole proprietors), as well as household subsidiary farms. Agricultural land accounts for 63.2% of the total area of the community. The leading agricultural enterprises include: AGC “Ulashanivskyi”, ALC “Batkivshchyna”, PE “Zlahoda-2015”, LLC “Vachivske”, LLC “Yur-Agro 2014”. Industry in the community is represented by enterprises such as LLC “YUVVIS” and LLC “Ekofarm”.

LLC “YUVVIS” specializes in the production of bathroom furniture. All products are certified in accordance with Ukrainian quality standards. The product range is continuously updated and expanded. LLC “Ekofarm” focuses on the manufacture of pharmaceutical products. The company's core activity is the development, production, and promotion of medicinal products made from environmentally friendly plant-based raw materials and other natural sources. Trade services in the community are provided by 39 active outlets, including 35 retail facilities and 4 public catering establishments. There are three fuel stations within the community: two located in the village of Ulashanivka and one in the village of Kamyanka.
