About the Mayor

Uman Territorial Community is a unique combination of centuries-old history, intercultural dialogue, and a powerful tourism magnet. The city of Uman is internationally known as a center of pilgrimage for Breslov Hasidim, who visit annually the grave of Tzadik Nachman. This makes the community consistently open to international interaction, investment, and tolerant coexistence. One of the key symbols of the community is Sofiyivka Dendrological Park, included in the tentative list of UNESCO World Heritage Sites. It attracts over 600,000 tourists annually and serves as a flagship of green tourism in Ukraine.

Uman is also a hub for modern education, with institutions such as the Ukrainian Agrarian Lyceum, which integrates elements of Finnish and Estonian educational systems and is known for national educational innovation. The community has significant potential for implementing projects in creative economy, youth development, and sports. Uman is developing sports infrastructure, particularly for canoe and kayak racing. The city hosts annual national and regional championships, including stages of the Ukrainian Cup, attracting hundreds of athletes from across the country.

Uman community

Uman Community, located in Cherkasy Oblast, was established in 2020 and unites the city of Uman and the village of Polianetske. It is one of the most dynamic communities in the region, serving as an administrative, cultural, educational, and tourism center. With a population of over 82,000 and a territory of more than 70 km², the community combines urban potential with natural and historical advantages.

Uman boasts a strong social and cultural infrastructure, including 9 higher and vocational education institutions, over 30,000 young people, numerous medical and rehabilitation centers, a modern Administrative Service Center (CNAP), an updated educational network, and extensive experience in international programs. The community actively supports youth initiatives, cultural projects, and the modernization of urban infrastructure, while continuously working to enhance the quality of life for its residents.

Natural Resources

Uman community

The territory of the Uman Community lies within the forest-steppe zone of Central Ukraine. The area features natural steppe and meadow-steppe landscapes on hills and in river valleys, as well as remnants of gully forests with environmental significance. The soil cover is dominated by podzolized chernozems and dark gray podzolized soils, known for their high fertility and suitability for agriculture.

The community possesses deposits of sand, clay, and building stone, which are utilized in local construction and industry. Thanks to its favorable climate, moderate precipitation, and a high number of sunny days per year, Uman has strong potential for the development of alternative energy, particularly solar and bioenergy. This makes the community especially attractive to environmentally focused investors.

The Uman Community is a promising center of economic, tourist, and educational development in Central Ukraine. Its strategic location at the intersection of international highways (M-05 Kyiv–Odesa, H-16) and the presence of a railway junction ensure convenient logistics and direct access to key regions of the country. The community has a population of over 82,000, with a significant proportion of young, economically active residents.

Uman has a strong track record in international cooperation and participation in programs such as USAID, NEFCO, Erasmus+, the Covenant of Mayors, and various Ukrainian-European initiatives. The city maintains partnerships with municipalities in Poland, Germany, Spain, the United States, Israel, and Lithuania, and actively participates in forums, exhibitions, and cultural exchanges. Key strategic areas for collaboration include the development of tourism, energy efficiency, infrastructure modernization, support for youth and social initiatives, and the implementation of green technologies.

Geography & Logistics

The Uman Community is located in the heart of Ukraine, at the crossroads of major national transportation routes connecting Kyiv, Odesa, Lviv, and Dnipro. Two key state highways — M-05 (Kyiv–Odesa) and H-16 (Zolotonosha–Uman–Cherkasy) — pass through the community, along with a railway network linking the city to all regions of the country.

The street and road infrastructure spans over 200 km, including 142 km of street lighting. The community's proximity to international trade routes, efficient logistics, and central location make Uman a strategically advantageous site for establishing logistics hubs, production facilities, and tourist infrastructure.

More than 5,900 business entities operate within the Uman Community, including 1,945 legal entities and 4,034 individual entrepreneurs. The local economy is primarily driven by enterprises in the food industry, agriculture, light manufacturing, and construction sectors. Key taxpayers contributing significantly to employment and the stability of the local budget include: UmanPivo LLC, Tekhnolog PJSC, Vitaminy JSC, PUSK LLC, Fenyks Agro PE, and ShRBU-48 LLC.

The community also hosts major infrastructure facilities such as: Umanhaz PJSC (324 employees), EKOKLINER LLC, Uman Power Networks Branch of Cherkasyoblenergo PJSC (712 employees) There are 8 municipal enterprises in operation, including: Umanvodokanal Utility Company, Uman Heating Utility Company, and Center for Development and Investment Utility Company, all of which play a vital role in providing essential public services to residents.
