DEAR LADIES AND GENTLEMEN! I would like to introduce you to the Balta community - a land with a glorious history, rich in resources and initiative, hardworking and hospitable people. In August 2015, we, the city of Balta and 16 village councils, a total of 27 settlements, were among the first in Ukraine to amalgamate into a powerful community. In 2020-2021, six more settlements joined the community.

Today, we are actively building modern infrastructure, developing local businesses and spreading opportunities for the development of the latest technologies. We are pleased to provide you with key information about the community and its investment potential, as well as our cooperation proposals. Balta Community

About us

The Balta city territorial community of Odesa Oblast is one of the most dynamic and promising communities in the region. Established over 9 years ago, our community was among the first in Ukraine to actively support the decentralization reform. This paved the way for attracting investment and infrastructure development.

The community unites the center - the city of Balta with its unique historical past and a number of adjacent rural settlements (33 in total), which creates opportunities for economic development. The community's territory extends over 1042,3 square km. And most importantly, the community has people united by a common interest in living and working on their land, which forms the basis for a strong labor market.

Geographical location and logistical advantages

The Balta community has a convenient geographical location near the border of Ukraine with Moldova (international ferry crossing point Yampil-Cosăuţi - 125 km) and the EU (international crossing point Lipcani (Moldova) - Rădăuți-Prut (Romania) - 265 km - through international ferry crossing point Yampil- Cosăuţi); convenient logistical location, in particular, proximity to the city of Odesa (228 km), the largest commercial sea port of Ukraine and the international airport.

4 roads of regional importance, the total length of which is 120 km, and a branch of the Odessa Railway (Borshchi station - Bandurka station) pass through the community. This provides quick access to international markets (via Moldova and Romania) and infrastructure, which makes the community attractive for investors seeking effective growth and expansion.

Information about natural resources

The territory of the community lies on the border of the forest-steppe and steppe zones of Ukraine. On the slopes of gullies and ravines there are remnants of meadow steppes. There are rare remnants of gully forests in the gullies. The most common soils are chernozems (up to 90% of the community's area), dark gray podzolized soils, and podzolized chernozems (central and southern strip).

Minerals: sand, clay (Baltske clay pit - 5.9 hectares). Natural resources are extremely favorable for the development of renewable energy sources, especially solar and wind “green” energy.

Positioning in front of potential foreign investors and strategic partners

Convenient location near the border of Ukraine with Moldova and the EU; proximity to the largest sea trade port of Ukraine in the city of Odesa, the passage through the community of important highways and railways, the population of the community is 33,252 people, 64% of whom are economically active, the presence of natural resources (water, land, forests), relatively developed light industry, agricultural production and food industry make the community attractive for international economic cooperation.

The Balta community has experience of cooperation with foreign financial programs, grants, and foreign investors under the USAID HOVERLA, Sustainable Management and Ecological Tourism Enhancement (SMETE) in the Black Sea Basin, Marine Protection and Sustainability in the Black Sea Region, Expanding youth workers skills on facilitating inclusion (Norway - Ukraine - Georgia - Moldova) - Erasmus+, Women for Women - an initiative for women empowering women (Poland - Norway - Ukraine) projects.

Key companies and enterprises currently located and operating in the territory

There are 230 companies and 1418 individual entrepreneurs operating in the Balta community. There are 3 companies engaged in foreign economic activity. The main sector of the economy is agriculture. The light and food industries are also developed. Recently, the machine-building industry has been developing.

The largest of businesses are Private Enterprise “Balta Sewing Factory” in the garment industry; Private Enterprise “Palandin-Agro” and “Plant “Optikon” LLC in the agricultural engineering industry; in the agricultural industry “Agrofirma Khlibna Niva” LLC and Peasant Farm “Progress”; “Balta Bakery” in the food industry; in the transport and warehousing industry, Private Joint Stock Company "Balta Grain Receiving Enterprise" and “Chesne Grain Receiving Enterprise” LLC.
