Mayor of Bilohiria Community
Bilohiria Community is located in the Shepetivskyi district of Khmelnytskyi region, with its center in the village of Bilohiria. Formed in 2018, the community includes more than 60 settlements and has a population of over 5,400 people. It actively develops infrastructure, education, healthcare, implements local development programs and attracts investments.

Bilohiria Community
About us
Bilohiria Community is one of the most active and promising communities in the Khmelnytskyi region. Established on May 16, 2018, due to the administrative-territorial reform, it has become a pattern of effective decentralization, paving the way for new opportunities in infrastructure development, social services, and investment attraction. Following the prospective plan, in 2020 the Bilohiria Community incorporated 11 starosta districts and the urban-type settlement of Bilohiria as the administrative center of the community. By now the community unites 61 settlements - urban-type settlement of Bilohiria and 60 villages. The total area of the community is 615 km², by January 1, 2025 population count of 19,820 people.
The community recognizes its people as the greatest asset as they are hardworking, proactive, and united by a common aspiration to live and thrive on their native land. It forms the foundation for strong local self-governance and dynamic economic growth.

Natural Resources
Bilohiria Community has substantial natural and resource potential and land resources form its core. Over 49 000 hectares of the community’s land are designated for agricultural use and this supports a robust agrarian sector. Forests occupy 5,400 hectares, and over 440 hectares belong to the local water fund. The geological structure of the community is favorable for the extraction of construction materials such as chalk, stone, limestone, clay, loam, sand, and peat. In the western part of the Bilohiria settlement there are natural springs of hydrocarbonate-calcium mineral water with proven healing properties and a stable discharge rate.
Several protected natural areas of a total area 846.5 hectares - it is 1.1% of the community’s territory, are in the community. These are the hydrological nature reserves “Blue Lakes” and “Stavyshchanskyi”, the geological nature monument “Mesozoic Chalk Period”, the landscape reserve “Yosypovetski Vistas”, the botanical nature reserves “Vyhorne” and “Dzvinky”, the ornithological spot “Denysivskyi.” Rich natural resources and protected areas create favorable conditions for the development of agriculture, extractive industries, energy, and eco-tourism.

Positioning
Bilohiria Community lies at the intersection of key transportation routes, has natural resources and is characterized by vivid economic activity. It makes it promising for both domestic and international partnerships. Located in the northwestern part of Khmelnytskyi oblast, the community borders Ternopil and Rivne oblasts and is close to the major logistical corridors of Western Ukraine.
The community’s population is about 19 820, a significant share is economically active people. Bilohiria boasts rich natural and resource potential, including over 49,000 hectares of fertile agricultural land, forests, mineral springs, and deposits of valuable natural resources - limestone, sand, clay, chalk and peat. These assets make the community a space of opportunity for investment, the implementation of environmental and social initiatives, and a platform for the development of international cooperation. A well-developed agricultural sector provides a strong basis for agro-processing industries and enhances the investment from both domestic and foreign investors. Bilohiria Community has experience of participation in international grant programs, cooperated with initiatives under USAID and is preparing to attract investment for infrastructure development, entrepreneurship initiatives and the implementation of green technologies.

Geography & Logistics
Bilohiria Community is located in the northwestern part of Khmelnytskyi Oblast on a picturesque gently undulating plain intersected by the valleys of the Horyn and Vilia rivers. Natural geomorphology creates favorable conditions for agriculture, development of recreational facilities and preservation of ecosystems. The administrative center of the community lies 110 km from Khmelnytskyi city and 93.7 km from the city of Shepetivka, the district center. The community borders Ternopil oblast to the west and Rivne oblast to the northwest, as well as Iziaslav territorial community to the north and east, and Teofipol territorial community to the south and to foster opportunities for interregional cooperation.
Several regional highways cross the territory of the community: H02 (Kremenets – Liubar – Bila Tserkva – Rzhyshchiv), P26 (Ostroh – Kremenets – Pochaiv – Radiviliv) and P48. These ensure reliable connections with regional centers and neighboring communities. Bilohiria has a well-developed bus network providing routes to Khmelnytskyi, Rivne, Ternopil, Lviv, Kyiv, and various destinations within the community and adjacent districts. The Shepetivka-Podilskyi-Ternopil railway line also passes through the community’s territory and has two railway stations: the freight and passenger station "Sukhovolia" in the Bilohiria settlement and stops at the Bilohiria and Zhyzhnykivtsi platforms. These ensure capacity for passenger transport and freight logistics. The nearest international airports are in the cities of Rivne, 102 km and Ternopil, 106 km. Convenient transport access to airports allows local residents and businesses to interact effectively with other regions of Ukraine and abroad. The geographic location of Bilohiria Community, combined with strong transport accessibility, railway infrastructure, and proximity to a number of regional centers, creates logistical advantages for business development, tourism and investment attraction.

Local Business
Numerous enterprises and institutions representing various types of economic activity form the economic base of the Bilohiria Community and agriculture here is the primary sector. The local agrarian sector specializes in the cultivation of grain and industrial crops, sugar beets, fodder crops and potatoes. Agricultural enterprises are steadily increasing both in land cultivation and livestock activities.
