Palanska rural territorial community is located in Umanskyi district of Cherkasy region with its administrative center in the village of Palanka. Formed on May 22, 2017 by merging several village councils, the community covers an area of ​​234.66 km² and includes 18 settlements. As of 2022, the population of the community is 14,507 people.

Palanka community

About

The Palanka Community in Cherkasy Region is one of the most dynamic and promising communities in the area. Established over eight years ago, our community was among the first in Ukraine to actively support the decentralization reform. This opened the door for attracting investment and developing infrastructure.

Centered around the village of Palanka, which has a unique historical background, the community includes 18 surrounding rural settlements, offering great opportunities for economic development. The total area of the community covers 49,259.6232 hectares. Most importantly, our community is home to people united by a common desire to live and work on their native land, forming the foundation of a strong local labor market.

Natural Resources

The community lies within Ukraine’s forest-steppe zone. The soil is predominantly chernozem (black soil), with gray and light-gray soils found in elevated areas. Among the mineral resources in the area are granite deposits. The natural conditions are highly favorable for the development of renewable energy, especially solar “green” energy.

Positioning

Its convenient location, a population of 14,507 people, the presence of natural resources (water, land, forests), well-developed agricultural production, and a growing processing industry make the community attractive for international economic cooperation. The Palanka community has experience working with international financial programs and grants, including: projects under the IFC program for renovating municipal buildings to house internally displaced persons (IDPs), cooperation within the “ECHO4SCHOOLS-UA: Renovation/modernization of schools in war-affected regions” project with the United Nations Development Programme (UNDP), supported by the Ministry for Communities, Territories and Infrastructure Development of Ukraine (Ministry for the Restoration of Ukraine), the “Youth Work with the Ukrainian Displaced Youth” project in cooperation with WIENXTRA (Vienna, Austria) and the European Centre for Freedom and Independence (Vienna, Austria). Additionally, the community has established cooperation with both international and national organizations such as Solidarités International, volunteer Viktor Jonasovich Petkevichus, Otepää Municipality (Republic of Estonia), “Angels of Salvation” Charitable Foundation, “Save Ukraine!” Charitable Foundation, the Cherkasy Regional Organization of the Red Cross Society of Ukraine, and the Ukraine Art Aid Centre. Through these partnerships, the community has received humanitarian aid including hygiene kits, water heaters, radiators, mattresses, pillows, bedding sets for IDP housing centers, technical equipment (such as the CGM diesel generator), and food packages for displaced families and municipal collective shelters.

Geography & Logistics

According to Ukraine’s administrative-territorial structure, the community belongs to Uman District of Cherkasy Region. The administrative center is located just 12 km from the district center — the city of Uman — and 198 km from the regional center — the city of Cherkasy. The T-02-02 highway (Mohyliv-Podilskyi – Yampil – Bershad – Uman – Yampil) and a branch of the Odesa railway pass through the community.

This ensures fast access to international markets and infrastructure, making the community attractive for investors seeking efficient growth and expansion.

Local Business

There are up to 250 businesses of various forms of ownership operating within the territory of the Palanka Community. The largest among them in the agricultural sector include Agrofirma “Bazys” Farm Enterprise, LLC “Berestivets”, LLC “Agroplant”, KSP “Rodnykivka”, LLC “Ahraiy SVPP”, and LLC “Uman-Agro”. Additionally, nearly 50 farming enterprises are engaged in agricultural production across the community. Furniture manufacturing is a promising area of economic activity. The furniture industry is represented by companies such as PJSC “Svit Mebliv-Ukraine” and LLC “Ilbem” (Palanka village), which specialize in timber processing and furniture retail, as well as LLC “TM Vashi Mebli” (Pikivets village), known for producing high-quality bathroom furniture from natural wood and marble.

The baking industry is represented by LLC “Uman KS Bakery”, which produces bread, pastries, and short shelf-life confectionery such as cakes and sweets. LLC “Uman Fruit Company” is engaged in the cultivation of fruits, vegetables, melons, grapes, berries, and nuts. The mining industry is represented by LLC “Uman Granite Quarry”, specializing in the extraction of sand, gravel, clay, and kaolin. The construction sector includes PJSC “Uman Agroshlyakhbud” (Pikivets village), which specializes in road and highway construction, and LLC “Uman District Construction and Repair Company” (Rodnykivka village), focused on residential and commercial building construction. Also located within the community is LLC “Yalynkar” (FOP Hordiychuk S.M., Yurkivka village), which manufactures wooden products such as ritual items, artificial Christmas trees, and wreaths. Additionally, FOP Komarov Oleksandr Viktorovych (Palanka village) produces toys and other items made from cork, straw, and plant materials used for weaving.
