Serhiivska Rural Territorial Community is a united community with an administrative center in the village of Sergiivka. Formed in 2016, it unites 13 villages, including Kachanov, Rozbyshivka, Kalynivshchyna, and others.
The community focuses on improving the quality of life for its residents by developing infrastructure, education, healthcare, social services, and public amenities. Key priorities include energy efficiency, digitalization, and support for local initiatives.

About us
The Serhiivka Community is located within the Bilhorod-Dnistrovskyi Raion of Odesa Oblast, along the shores of the Black Sea and the Shabolat Estuary. The total area of the community is 148.6773 km², with a population of 8,541 residents. The community comprises eight settlements, with the administrative center located in the urban-type settlement of Serhiivka. Serhiivka serves as the administrative center and is the largest balneological and mud therapy resort in southern Ukraine. The resort area covers 640 hectares, of which 82 hectares are occupied by green spaces.
The first recorded mention of the settlement dates back to 1889. At the end of the 19th century, the Odesa Scientific Society of Resort Studies began research on the Shabolat Estuary, located within the current territory of the Serhiivka community. It was then that the therapeutic properties of the resort became known. Between the 1970s and 1990s, the community experienced a tourism boom. During this period, it hosted 8 sanatoriums, 10 children's health camps, 19 recreation centers, and a hotel complex. A bridge was constructed across the estuary, connecting the mainland to the Black Sea.

Natural Resources
The Serhiivka Community boasts a unique climate that combines maritime, estuarine, coniferous, and steppe air. The area is home to the Serhiivka mineral water deposit, known for its therapeutic properties. Thanks to the calm waters of the estuary, sailing sports are well developed in the community. Local athletes consistently achieve top positions in national and international competitions. A kitesurfing school also operates within the community.
The community has exceptional tourism potential, including: natural sources of therapeutic mineral waters, peloids (healing mud) and brine from the estuary, which are widely used in spa and health resort treatments, a park zone covering over 20 hectares, access to the seashore, and a 25-kilometer coastline with a sandy spit. Nearly all settlements within the community have direct access to the Black Sea coast or the Shabolat Estuary, making it a highly attractive destination for health, recreation, and sports tourism.

Positioning
The Serhiivka Community is located within Bilhorod-Dnistrovskyi Raion of Odesa Oblast, along the shores of the Black Sea and the Shabolat Estuary. While agriculture and fisheries are present and developed, the foundation of the local economy is formed by tourism infrastructure, including holiday resorts, hotels, guesthouses, children’s health camps, and wellness facilities.
The distance from the administrative center to Odesa by road is 82.3 km, and to Bilhorod-Dnistrovskyi – 21.8 km. The nearest railway station is in Bilhorod-Dnistrovskyi, located 25 km away. The community has direct access to both the estuary and the Black Sea, offering excellent conditions for recreation and tourism development. The Serhiivka Community actively cooperates with the European Investment Bank through the Ministry for Communities Development and with the Olena Zelenska Foundation, UNICEF, and Caritas.

Geography & Logistics
The Serhiivka Community is located in the Bilhorod-Dnistrovskyi Raion of Odesa Oblast, stretching along the shores of the Black Sea and the Shabolat Estuary. The community boasts wide, sandy beaches with clean seawater and soft white sand, making it an attractive destination for recreation and tourism. In addition, the area has fertile black soils (chernozem), which are used for agricultural purposes.
The distance from the administrative center to Odesa by road is 82.3 km, and to Bilhorod-Dnistrovskyi – 21.8 km. The nearest railway station is Bilhorod-Dnistrovskyi, located 25 km away. The Serhiivka Community owns its electricity distribution network (a unified property complex located in the settlement of Serhiivka). Given the community’s southern geographic location, the development of alternative energy projects, particularly solar power stations, is a relevant and promising direction.

Local Business
The economic activity of the Serhiivka Community is primarily based on agricultural and fishery enterprises. However, the core of the local economy is formed by tourism infrastructure, including holiday resorts, hotels, guesthouses, children’s health camps, and wellness institutions. The community hosts: 6 large sanatoriums, each with a capacity of up to 1,000 guests, 8 children's health camps, and nearly 30 guesthouses, holiday resorts, and cottages.
The main focus of the community is recreation, health improvement, and rehabilitation. The sanatoriums utilize the healing properties of the local estuary, offering therapeutic baths and mud applications based on its natural resources. These health institutions specialize in treating neurological conditions, cardiovascular diseases, and spine disorders, among others. Key advantages of the community include: many years of professional experience among medical personnel, well-equipped medical facilities, the possibility of year-round operation, and treatments conducted under State Licenses authorizing the provision of physical and psychological rehabilitation services.
