The development of local self-government, the establishment of territorial communities, and the transfer of powers within the framework of decentralization aim to enhance financial capacity, economic growth, and investment attractiveness, thereby creating more comfortable living conditions. A key feature of newly established communities is their shared vision for the future. Financial sustainability is achieved through economic development, strategic management, investment attraction, business support, and sectoral advancement. To ensure the sustainable development of the Shpykiv community, to meet residents' interests, and to improve quality of life, the Development Strategy for 2021–2030 was created. It is grounded in an analysis of the current situation and the community’s resource potential, and it outlines key development priorities.

The existence of a development strategy serves as a crucial incentive, as donors typically prioritize communities with such strategic documents when deciding on support. They are interested not only in the presence of a strategy, but also in its content and practical value. One of our community’s key strengths lies in its clear understanding of its goals, the resources required, and the means of achieving them. The strategy is a flexible document that can be adapted in response to new challenges and opportunities. We are committed to achieving ambitious goals and addressing important tasks. Shpykiv community

About

The Shpykiv community was established in 2020 through the amalgamation of eleven village councils. It includes 27 settlements, with its administrative center in the urban-type settlement of Shpykiv, located in the Tulchyn district of Vinnytsia region. The total area of the community is 41,500 hectares, over 85% of which is occupied by agricultural land. The population is approximately 16,000 people. Key regional roads pass through the community’s territory, and the nearest railway station is only 8 kilometers away. The community has a well-structured local governance system, including districts and an efficiently operating council.

The community stands out for its vibrant economic activity: more than 120 businesses operate here, including agricultural enterprises, a dairy plant, woodworking and canning factories, a grain elevator, and companies engaged in extraction and processing of raw materials. In addition, the community has a developed network of educational, healthcare, and cultural institutions, which ensure a high level of social services. The community is actively developing, focusing on transparent governance, attracting investment, and implementing strategic goals for sustainable development.

Natural Resources

The community is located in the forest-steppe zone in the southern part of the Podillia Upland, mainly along the Southern Buh and Silnytsia rivers. The climate is moderately continental, with mild winters and warm, humid summers. Average seasonal temperatures range from +18.6°C to +20.5°C in summer, and from -4°C to -6°C in winter. The average annual precipitation is between 520 and 590 mm, with around 80% falling during the warm season.

The hydrological network of the area includes the Shpykivka River and technical water bodies—102 ponds with a total area of over 200 hectares. The forested land covers more than 2,000 hectares and is characterized by mixed forests. The main environmental concern is the pollution of air, water, and soil, primarily caused by the use of chemicals in agricultural practices.

Positioning

The Shpykiv community benefits from a favorable geographic location along a transit corridor between the northern and southern regions of Europe, which fosters interregional and international cooperation, green tourism, and investment attraction. Agriculture occupies over 85% of the community’s territory, shaping its economic specialization. As a result of decentralization, the community has gained more authority and resources to implement local initiatives, including support for small businesses, sports development, and participation in national and international projects.

Key advantages include existing infrastructure, partial gas supply, transport accessibility, mobile network coverage, affordable housing, absence of conflicts, and a high percentage of the working-age population. The picturesque natural landscapes, fertile soils, active local governance, and private sector engagement contribute to favorable conditions for sustainable development. The 2021–2030 Development Strategy outlines clear priorities and serves as a roadmap for attracting donor funding and implementing projects aligned with the community's needs.

Geography & Logistics

The Shpykiv community is located within the Tulchyn, Sharhorod, and Tyvriv districts of Vinnytsia region. Its administrative center is the urban-type settlement of Shpykiv, situated along the Shpykivka River. The regional road R-36 Nemyriv–Mohyliv-Podilskyi passes through the settlement, as well as territorial roads T-02-34, T-02-22, and T-02-12. The nearest railway station, Rakhny Lisovi, is located just 8 km away. The distance to the border with Moldova is approximately 153 km.

According to Ukraine’s administrative-territorial structure, the community belongs to Tulchyn district of Vinnytsia region. The distance from the administrative center of the community to the district center (Tulchyn) is 30 km, and to the regional center (Vinnytsia) — 58 km. The territory of the Shpykiv community is contiguous, and its borders are defined by the outer boundaries of the jurisdictions of the local councils that merged to form the community. The total area of the community is 41,500.334 hectares, of which over 85% (35,416.614 hectares) is allocated for agricultural use. The area of the populated settlements within the community totals 5,790.02 hectares.

Local Business

Over 120 enterprises operate within the Shpykiv rural territorial community, which is located in Vinnytsia region. The community has established structural units of the village council — the Department of Education, a municipal enterprise, 13 cultural institutions, 15 libraries, two music schools, five secondary schools (grades I–III), eight preschools, seven schools (grades I–II), three outpatient clinics, 14 paramedic-midwife stations. The largest enterprises operating in the community include: ST "Shpykiv Dairy Plant", milk processing, production of hard cheese and butter, the elevator complex of PrJSC "Zernoprodukt MHP", LLC "Shpykiv DOZ" — wood joinery (windows, doors), LLC "Rakhnivska Forest Fruit and Canning Plant", LLC "Louis Dreyfus LTD Commodities Ukraine", a grain warehouse, JV "Agromash", PE "Vodoley", Rakhny Fuel Enterprise, a parquet workshop, banks: "PrivatBank", "OschadBank", post services: "Ukrposhta", "Nova Poshta", the South-Western Railway, Kyiv–Mohyliv-Podilskyi road connection.

Agricultural enterprises also operate in the community: LLC "Vinnitsa Industrial Group" cultivates 1,893 ha, with 593 land lease agreements totaling 1,578.79 ha; LLC "Green Valley" cultivates 1,335.71 ha, with 583 lease agreements totaling 1,298.54 ha; FE "Katafot" cultivates 402.41 ha, with 81 agreements totaling 220.19 ha; FE "Elbis" has a permanent land use right for 42.49 ha; FE "Mariia" cultivates 7.5 ha; FE "Zernorod" cultivates 16.9 ha; individual entrepreneur V.V. Dykyi leases seven land plots totaling 21.76 ha; individual S.P. Fihura leases two land plots totaling 5.88 ha; individual O.S. Chepernaty leases 34 land plots totaling 41.29 ha.
