LADIES AND GENTLEMEN, It is my great pleasure to present to you the Trostianets Community — a land with deep historical roots, rich cultural heritage, and incredibly hardworking, resilient, and proactive people. In 2020, by uniting into a single community, we took a bold step toward stronger self-governance, responsible management, and new opportunities. Today, the Trostianets Community includes the town of Trostianets and a number of surrounding villages — 38 settlements in total. In February 2022, during Russia’s full-scale invasion, the town of Trostianets was under occupation for a month. On March 26, Trostianets became one of the first Ukrainian cities to be liberated by the Armed Forces of Ukraine. This experience only strengthened our unity, our will to rebuild, and our commitment to growth.
Despite the challenges of wartime, the Trostianets Community continues to move forward with confidence. It is a pilot city for comprehensive recovery under the Government of Ukraine’s program, actively restoring infrastructure, supporting local businesses, education, healthcare, culture, and sports. Not a single enterprise left our territory, which is a testament to the strong trust, favorable investment climate, and belief in our future. We are open to investment, partnerships, and joint projects — both economic and social. We are convinced that, together with reliable partners, we can implement even more important initiatives for the sustainable development of our community. We are ready for dialogue and support everyone who wishes to invest in or contribute to the development of our community and Ukraine as a whole. Trostianetska community
About
The Trostianetska community is located in the central part of the Sumy region. In its current form, it was established in 2020 as part of Ukraine’s nationwide administrative and territorial reform. However, the community began its development path back in 2017, becoming one of the first voluntarily united communities in Ukraine. The community comprises 38 settlements, organized into 12 districts. It covers a total area of 788.66 square kilometers, with a population of over 26,700 residents. The administrative center is the town of Trostianets. The Trostianetska community is a strong example of how decentralization can truly improve people’s lives. Through effective governance, strategic planning, and active citizen engagement, innovative approaches are being implemented in everyday practice. While preserving its historical heritage and traditions, the community actively integrates European experience across all sectors — from education and healthcare to culture and local governance.
Our priorities include sustainable development, a high quality of life for every resident, support for local initiatives, and ensuring equal access to quality services, regardless of whether one lives in the town or the most remote village. We transform challenges into opportunities, encourage civic engagement and creativity, and foster an environment where people want to live, work, and stay. The Trostianetska community is not merely a territory — it is a community of proactive and committed individuals who are building a successful future together.
Natural Resources
The Trostianetska community is located within the Forest-Steppe zone, on the slopes of the Central Russian Upland and the Dnipro Lowland. The landscape is moderately varied, representing an undulating plain intersected by river valleys, ravines, and gullies. The community benefits from favorable natural and climatic conditions for agricultural production. The soil cover mainly consists of dark gray podzolized soils and chernozems (black soils). Thanks to the moderate climate, fertile soils, and flat terrain, all major agricultural crops are successfully cultivated here. Arable land accounts for approximately 49% of the community’s total area.
The territory includes the following designated natural reserve areas: Hetmanskyi National Nature Park, Bilkivskyi local hydrological reserve, Urochyshche Dovzhyk local landscape reserve. Additionally, the community is home to deposits of sand and clay. Trostianetska’s natural resources also hold significant potential for the development of renewable energy, particularly solar energy. This direction is already being actively implemented: the community hosts successful solar power station projects, which supply electricity to social and municipal facilities. These initiatives help reduce budget expenditures and increase the community’s energy independence.
Position
The Trostianetska community is actively developing international cooperation by engaging international organizations and donors to implement key development projects. The community has established successful partnerships with a number of international stakeholders, contributing to its sustainable progress in areas such as infrastructure recovery, energy efficiency, and social protection. One of the flagship initiatives is the partnership with USAID HOVERLA, which significantly enhanced local self-government capacity. As a result, Trostianets improved its administrative processes and implemented vital infrastructure projects.
Cooperation with GIZ (Germany) has played a crucial role in advancing energy independence. With GIZ’s support, the community received solar power stations and equipment for addressing the aftermath of military actions, which helped reduce energy costs and promote the use of renewable energy sources. A key milestone was the collaboration with SKEW (Germany), which enabled the installation of a solar power station on the city council building, further strengthening the energy security of administrative facilities. The community also participates in international projects with the cities of Montabaur (Germany) and Gennevilliers (France), allowing Trostianets to integrate European best practices in urban governance and infrastructure development. The Trostianetska community continues to open new avenues for partnership, actively attracting investments and international resources to support sustainable development and enhance the quality of life for its residents.
Geography & Logistics
The geographical location of the Trostianetska community provides it with significant logistical advantages, making it a key transportation and economic hub in the Sumy region. The town of Trostianets is situated in the southern part of the Sumy region, approximately 60 km from the regional center, the city of Sumy, and 364 km from Kyiv by road. Due to its strategic location at the junction of three regions—Kharkiv, Chernihiv, and Poltava—the community enjoys direct access to important areas of Ukraine. This opens up numerous opportunities for development and cooperation across the country. Several major transport routes run through the community: the national highway H-12 (Sumy–Poltava), the regional road T-19-13 (Lebedyn–Trostianets), the Vorozhba–Sumy–Kharkiv railway line of the Southern Railway.
The length of municipally owned roads in the community amounts to approximately 123.8 kilometers. A central element of the community’s transport infrastructure is the Smorodyne-Trostianets railway station, one of the main railway junctions in the Sumy region. This significantly enhances the community's transport accessibility, as the station is actively used for both freight and passenger transport, ensuring convenient access to major regions of Ukraine. This strategic location gives Trostianets reliable connections with key economic centers, which is a major advantage for businesses and investors.
Business Sector
The Trostianetska community is a major economic center of the Sumy region, where various sectors of manufacturing and trade are actively developing. Robust enterprises ensure stable tax revenues, create jobs, and contribute to the development of infrastructure and social services. The largest budget-forming enterprise in the community is PJSC “Mondelez Ukraine”, which produces chocolate, coffee, and confectionery products. Other companies that play a significant role in the local economy include JSC “Ukrzaliznytsia”, LLC “JACOBS DOUWE EGBERTS Ukraine”, the Trostianets Forestry Enterprise, and the agricultural company “Semerenky”. Their operations form the financial backbone of the community's development.
One of the promising directions is the establishment of the Trostianets Industrial Park, covering nearly 40 hectares. The park is oriented toward the food and processing industries and aims to attract investors, expand production capacities, and generate additional employment opportunities. Thus, the Trostianetska community possesses all the necessary prerequisites for continued economic growth, driven by both established enterprises and new investment initiatives. These efforts will contribute to the development of industry, the improvement of residents’ quality of life, and the strengthening of economic stability.
